Government & Utility Incentives for Plumbing Upgrades
Save even more money with these tax credits, rebates and incentives.
The Inflation Reduction Act (IRA) gives homeowners tax breaks for making plumbing upgrades that save energy, like installing heat pump water heaters, efficient toilets and fixtures, and other improvements like insulating water lines. Must meet the highest standards set by ENERGY STAR or CEE.
Federal Incentives
- Heat Pump Water Heaters Tax Credit: If you buy a heat pump water heater (HPWH) that meets the ENERGY STAR or CEE Tier 3/4 efficiency standards, you can get a tax credit of up to 30% of the cost of the HPWH, up to $2,000 per year.
- Water Heaters (Natural Gas) Tax Credit: Standard and tankless water heaters that have the ENERGY STAR certification can get a tax credit of up to 30% of their cost and $600 per year.
State & Local Incentives
Southern California Edison (SCE) Incentives:
- Heat Pump Water Heaters Incentives: SCE will give you money back if you switch to Heat Pump Water Heaters. $1,000 for replacing electric; up to $3,100 for replacing gas. You can stack this with HEEHRA for low-income people (total of $4,000 to $8,000).
- Golden State Rebates: Get instant coupons for ENERGY STAR HPWH, smart thermostats, and gas and electric water heaters. Buy from stores that are taking part to get a discount right away. HPWH can cost up to $900, and related fixtures can cost between $50 and $200.
- Home Performance Plus: Single-family homes in certain ZIP codes (like parts of Anaheim/Santa Ana) get a free energy assessment and bigger rebates for HPWH, insulation (like pipe/tank), and fixtures in low-income or disadvantaged areas.
- SmartShift Rewards: Smart controls for electric and HPWH appliances (like thermostatic valves) that let you move usage to off-peak TOU rates. Free devices are included. You can save up to 20% on your water heating bill and get a $50 to $100 enrollment bonus.
- SCE Marketplace Rebates: Get discounts on water-saving items like low-flow showerheads, faucets, and aerators at an online store.
SoCal Water$mart Rebates: Residents of Los Angeles, Orange, San Diego, Riverside, San Bernardino, or Ventura counties who are customers of a participating MWD member water agency in Southern California can get money back on high-efficiency toilets (PHETs), high-efficiency clothes washers, outdoor landscape and irrigation controllers, soil moisture sensor systems, rotating sprinkler nozzles, rain barrels, and cisterns. You can also get rid of your lawn and replace it with drought-resistant landscaping through a turf replacement program.
